How to properly label advertising?

Advertising messages must contain a token in the form of a special code, information about the advertiser and the "advertising" mark. Each creative requires a unique token. In addition, information about the location of advertising, the advertiser, and viewing statistics must be transferred to ERIR (Unified Register of Internet Advertising) through an accredited ORD (advertising data operator).

If you use software to create advertising, it should automatically add the necessary labels and transfer information to ERIR.

What advertising must be labeled?

Any format is subject to labeling:
  • Video clips of any length and video reviews in live broadcast
  • Banner advertising on any platforms
  • Posts and stories on all social networks, messengers,
    including those banned in Russia
  • Audio recordings, podcasts
  • Articles on websites
  • Circles on Telegram
Please note!Live advertising broadcasts also need to be labeled, but we obtain a token for them after the broadcast is released and add it to the description under the video.

Are there any exceptions?

Some advertising can be left unlabeled:

FAQ

Who should report to ERIR?
Both advertisers and advertisers are required to submit reports to ERIR via ORD. This task can be delegated to an agent: we will accurately report for all parties involved in the advertising campaign.
What ORDs are there?
As of 2025, there are 7 operators: VK, Yandex, OZON, AmberData, Beeline, SberAds, and Mediascout. Each operator offers different rates; we will help you choose the most favorable conditions for your advertising campaign.
If you launch an advertising campaign on Yandex, VK, or OZON, it will be automatically marked by the ORDs of these platforms.
What documents are required?
If you label your ads yourself, you need an agreement with the ORD and each advertiser.
With us, you enter into a single agreement and sign a consent form for data processing and representation; we handle all subsequent paperwork.
What is the fine for violating this law?
You can be fined for each creative that violates this law.
Fine for complete absence of marking: up to 100,000 rubles for individuals, up to 200,000 rubles for officials and sole proprietors, up to 500,000 rubles for legal entities.
Fine for providing erroneous or incomplete information, failure to meet reporting deadlines: up to 30,000 rubles for individuals, up to 100,000 rubles for officials and sole proprietors, up to 500,000 rubles for legal entities.
Who monitors online labeling?
The Federal Antimonopoly Service (FAS) monitors the content of advertising messages and determines whether the content is advertising. Roskomnadzor verifies the presence of labeling.
